Based on this statement, nrc program elements (including rules) can be classified into five compatibility categories (A, B, C, D and NRC). In addition, elements of the NRC program can also be identified as particularly important for health and safety (H&S). These six categories (A, B, C, D, NRC and H&S) form the basis for the evaluation and classification of NRC program elements. By adopting the adequacy and compatibility criteria discussed in this Statement of Principles, the NRC offers a wide margin of manoeuvre in the management of the different programmes of the Member State of the Agreement. Recognizing that States Parties are responsible for radiation sources other than the convention`s equipment, the NRC authorizes States Parties to design their programmes in such a way that they meet the specific needs and preferences of the State. NRC staff evaluated the State Agreement material program using the NMSS SA-700 Processing an Agreement procedure and the corresponding manual. The Staff`s assessment showed that the equipment programme of the agreement was in line with the Commission`s statement of principles, Criteria for Guidance of States and NRC in Discontinuance of NRC Regulatory Authority and Assumption of States through Agreement (46 FR 7540; 23 January 1981 and 48 FR 33376; 21 July 1983). . . . .
